Yes, we now have electricity. However, this was more than a 3-week wait and in the meantime some major installations had to be put on ice. So the moral to this story is you cannot second guess the local electric company.
Fort Louden Electric services this area. They put on their schedule and they got around to us as soon as they could. However, they didn't do their homework: they arrived to lay an underground line to the house (which we requested) but hit rock instead. Instead of bringing a pole along with them just in case, they had to come back at a later date with a pole to finish the installation.
Which they did, and they were unexpectedly prompt about it.
In the meantime, however, the Electric Inspector who is a subcontractor with Fort Louden Electric, failed to turn in his inspection report so the electric company would not finish the installation without it. The inspection had been done weeks ago and everything passed...he just didn't do his part to get his report in in a timely manner.
SUCH DELAYS HURT.
You can dot every (i) and cross every (t) at your end, but if there is a weak link in the system then it is all for naught. All you can do is wait.
But we are moving forward from here and on Monday the hardwood flooring goes down and then the kitchen cabinets will be installed immediately thereafter. After that come the bathroom fixtures. Ya-aaaaa!
